Brief Context - This stream is provided by a volunteer as a matter of public transparency as codified by Local Law 46 passed by the New York City Council in December, 2025.
Technical Details - Scanner is located at Dyker Beach Public Golf Course in South Brooklyn and is a Uniden BCD436HP using a Diamond Antenna SRH77CA and an MP3 cable. The scanner is set to Volume 10, Squelch 3, and scans Citywide 1 - 470.6875MHz C100.0, Citywide 2 - 470.7125MHz C110.9, and Citywide 3 - 470.8625MHz FM 151.4. I removed Citywide 3 from the scan-list as, according to forums, it has been reassigned to New York City Police Department tow units for a few years now and is only extremely rarely used with massive protests. While I cannot edit the title of the stream, if you think Citywide 3 should be re-enabled for a large event, please do not hesistate to send me a message using the "report" button associated with this stream. Furthermore, send me a message if you think the radio silence is excessively long and think I should incorporate the New York Police Department Transit Bureau Manhattan South frequency into the scan list.
Reception - All critical incidents are rebroadcasted over each citywide frequency in real time. IF YOU CANNOT CLEARLY HEAR ONE CRITICAL INCIDENT TRANSMISSION, IT WILL BE REPEATED MORE CLEARLY. However, sometimes it takes a few minutes. You will not hear any New Tork City Police Department Emergency Service Unit dispatching as that is done on the Special Operations Division frequency that is encrypted.

Extended Context - In December 2019, the media reported that the New York City Police Department planned on replacing their radio system (to P25) and encrypting all of their radio frequencies except Citywide #1, #2, and #3. Beginning in June 2023, the New York City Police Department began their two year phased roll out of radio encryption. During the roll-out, the New York City Police Department announced that they would not be able to encrypt their transit frequencies due to the technical limitations posed by the harsh radio environment within the New York City Transit system. Simultaneously, the phased rollout began attracting considerable negative political and media attention. Therefore, in December 2025, the New York City Council passed Local Law 46 of 2026 (Int. 1460A-2025). This law required the New York City Police Department to perform the following:
1: Adopt a written policy that gives journalists and the public access to information about critical incidents over a city-wide unencrypted channel in real time.
2: Provide journalists (not the public) access to encrypted radio communications transmitted over all precinct-level, borough-level, transit, and housing bureau channels, and any other department channel that does not routinely transmit sensitive information.
3: Journalists would pay reasonable costs, not to exceed costs incurred by the department to provide such access.
4: Sensitive information will not be made available to the public or professional journalists.
5: NYPD has 180 days to publish a proposal, which will then be put out for public comment.
As it pertains to the first requirement, Local Law 46 codified into law that Citywide #1, #2, and #3 will remain unencrypted and in real-time as a matter of public transparency. As for the fifth requirement, the New York City Police Department published their proposal on July 19th, 2026 and it was lambasted by the media and journalist alike.
