Dispatch combines a few districts into one channel feed for one dispatcher. They are basically clumped by geography. Dispatch 11 / 13 for instance is Pompano Beach combined with Lauderdale by the Sea. If you are using the Broadcastify app, you will see the label shown .
Sunrise and Lauderhill runs their own police department but uses the Broward County radio system along with BSO.
