Rutgers Feeds are notorious for coming in at low volume. In particular, mobile units on PD Channel 1 tend to come in way lower than dispatch, and Rutgers in general is much lower than all other agencies being scanned. Trying to work out a gain adjustment to fix this, but their PLs tend to be at the same volume as everyone else, complicating matters. Listening with headphones is recommended, and seems to help.
