Police tactical, car to car... ect. are not broadcasted for three reasons.

Some tactical channels are encrypted.
For Officers protection in the field.

Some Fire tactical is broadcasted regarding logistics for informational purposes...But Will usually be locked out ..if it interferes with other calls coming in...

Not all brevity codes are used by HPD anymore... 10-1,2,3,4,5,7,8,9,14,16,17,18,19, are the most commonly heard. New Hires sometimes use..27,28,96.

Plain/Local english is used in any other case by HPD and HFD.
