Most commonly this is done when there's a large fire, major crime or other emergency situation and we will attempt to "lock out" (turn off) distant or uninvolved radio channels so the listeners will hear only relevant communications.

Keep in mind that the source of this audio feed is a SCANNING radio receiver, which means that it is continually searching a number of frequencies belonging to different agencies. For this reason it is more common than not to hear only PARTS of incidents and seldom the entire call (depending on how busy the radio is). For example, you may hear the initial dispatch of a police call, and when the dispatcher stops talking the scanner may switch to another channel where firefighters are discussing raising a ladder; then it may go to an ambulance arriving at a hospital; then perhaps a sheriff's deputy checking a license plate, and so on. Meanwhile, you may well have missed important (or interesting) parts of that first police call. Such is the nature of scanners and scanner feeds. There is often more going on than you hear about.
